"Some money is shifting to what is seen as a possibility of a Democratic win. By and large, people don't give to losers.
If he is suggesting that money buys elections, I would imagine that it is a probably a very powerful causal mechanism (more chance to influence) but apparently on a macro level, the correlation is not so clear, which means that there are other mechanisms (ideology, current president, etc) that combined block or inhibit the influence of the money. No particular reason for saying all of this other than, it was interesting to me to look into it.
