Bush said, while in Rwanda, that he hopes that this begins a democratic transition:
"Eventually this transition ought to lead to free and fair elections, and I mean free and I mean fair," Bush said. And if not, he continued, the US will give them a good Democratizing.

What you have to keep in mind is, the dictator Castro replaced was US-supported. The only difference between the two regimes is that Castro made an effort to set up health and school programs. Again, when we sent a small invasion force to attempt to start a resistance against Castro, they were routed, because he had the popular support. In the end, isn't it democratic to have a leader who is supported by the people?
How do you know he is supported by the people if people can't speak their minds or if there are no elections? Perhaps you are right, I don't have any data to support either side (was popular or was not popular). But if he was so popular, why not legally recognize other political parties and hold elections?
