will Congress do anything other than non-binding resolutions?
I particularly like the (il)logic of this Bush policy wisdom:
Bush said he recognizes that "there is skepticism and pessimism" in Congress, but he added that "some are condemning the plan before it's even had a chance to work."No wonder he can't reign in the budget.
